Migration, as a social phenomenon, carries various effects and consequences for both the migrant and the host society. The most tangible and well-known of these impacts emerge in the security, political, economic, cultural, and social dimensions. Therefore, host societies often react with differing perspectives—seeing migrants either as opportunities or threats, viewing them as strangers or newcomers.

Following the invasion of Afghanistan by the army of the former Soviet Union in 1979 (1358 in the Solar Hijri calendar), and the unprecedented uprising and resistance of the Afghan mujahid nation against the occupiers and the communist regime, the first wave of Afghan citizens began migrating to neighboring countries (Iran and Pakistan). However, after the humiliating defeat and withdrawal of the occupiers, Afghanistan unfortunately fell off the priority list of the international community. As a result, it became isolated and turned into a haven for international terrorist groups. This led to several waves of migration over the past five decades—particularly after the surrender of Afghanistan on August 15, 2021, which was the result of an international conspiracy and internal betrayal.

The Supreme Council of National Resistance for the Salvation of Afghanistan acknowledges the hardships of its brotherly, Muslim, and ethnically linked countries (Iran and Pakistan), which, despite their own prolonged crises and challenges, generously hosted Afghan migrants in the spirit of Islamic and humanitarian teachings. Their hospitality during this crucial period in our region’s history will undoubtedly be remembered as a golden chapter in the relations of neighboring nations, and will further pave the way for friendly co-existence and stronger relations among them.

However, at the same time, the Council expects that, given Afghanistan’s dire conditions—including economic hardship, unemployment, insecurity, political instability, and lack of access to education—the policy of forced return and deportation of Afghan migrants, especially those under security and political threats, should be reconsidered. The deportation of Afghan refugees under the rule of an irresponsible group, which lacks the ability and capacity to address people’s problems, will only intensify the ongoing humanitarian crisis.

Moreover, the ruling group has isolated Afghanistan on the global stage due to its disregard for the demands of the international community, scholars, and Islamic countries—particularly in its violations of human rights and continued bans on women’s employment and education, which have effectively excluded half of society’s active members from participating in public life. It must be noted that the crisis in Afghanistan is rooted less in domestic issues and more in the irresponsible actions of the international community, the United Nations, and neighboring countries. Unless the root causes of migration inside Afghanistan are addressed, the humanitarian crisis and the migration trend will persist.

Therefore, the crisis in Afghanistan must be approached through the establishment of an inclusive political system based on the rule of law, elections, human rights, meritocracy, and meaningful participation of all ethnic, religious, linguistic, and political groups—so as to reflect the true reality of Afghan society.

In conclusion, the Supreme Council of National Resistance for the Salvation of Afghanistan once again expresses gratitude for the years of hospitality and the creation of a supportive social, educational, and professional environment for Afghan migrants and their children—who will play a vital role in rebuilding Afghanistan in the future. The Council hopes that until dignified living conditions are restored in Afghanistan, host countries will reconsider their deportation policies in light of Islamic and humanitarian considerations.

With hopes for a just, lasting peace and a dignified life in Afghanistan.
