The great nation of Afghanistan, throughout its turbulent history, has always stood against aggression, occupation, oppression, despotism, and injustice, and by sacrificing the pure blood of its brave sons, has safeguarded freedom and national dignity. Now, on the threshold of Martyrs’ Week and the 24th anniversary of the martyrdom of the National Hero of the country, the eternal commander of Jihad and Resistance, Ahmad Shah Massoud, we — the High Council of National Resistance for the Salvation of Afghanistan and the Ahmad Shah Massoud Foundation — with respect and humility to the radiant souls of all martyrs, issue this joint resolution:
Paying Tribute to the Martyrs and National Leaders
1- The memory and name of the martyrs of Jihad and Resistance, the martyrs of the past twenty years, and those who, in the past four years under the illegitimate domination of the despotic Taliban group, sacrificed their lives in the path of freedom and human dignity, are an eternal heritage and spiritual asset for the Afghan nation. Their pure blood is clear testimony of our people’s resistance against tyranny and injustice.
2- We pay the highest tribute to the Martyr of Peace, Professor Burhanuddin Rabbani; the Martyr of National Unity, Ustad Abdul Ali Mazari; Marshal Mohammad Qasim Fahim; Martyr Haji Abdul Qadeer; Ahmad Khan Samangani; Matleb Beg; Martyr Sayed Mustafa Kazemi; and all the other martyrs of the path of justice and freedom of our country. These figures, alongside Afghanistan’s National Hero Ahmad Shah Massoud, have become symbols of resistance, justice-seeking, peace, and national unity, and their place in the memory of the nation will remain eternal.
3-The victims of recent tragedies, including the Kunar earthquake and the heartbreaking bus fire on the Islam Qala–Herat route, are also considered among the oppressed martyrs of this land. We express deep sympathy with their bereaved families and consider these events clear evidence of the incompetence and irresponsibility of the imposed Taliban group.
The Current Situation of Afghanistan
4- Today, Afghanistan stands at one of the most complex and critical junctures of its contemporary history. The despotic Taliban group, by imposing an illegitimate rule devoid of both national and international legitimacy, has plunged the country into political isolation, social crisis, poverty, and insecurity.
5- In the past four years:
The fundamental rights of the people, especially women and girls, have been systematically violated, depriving them of the right to education, work, and social participation;
The ethnic and religious communities of the country have faced systematic discrimination and exclusion, gravely damaging the foundations of national unity;
The national economy has collapsed, with millions of families living in unprecedented poverty and hunger;
Forced migration has displaced thousands of young people and families from their homeland;
Freedom of expression and civil rights have been entirely stripped away, and every call for justice has been silenced with violence.
6- Afghanistan has become a safe haven for the gathering of international terrorist groups, enjoying systematic support from the Taliban, posing a serious threat not only to Afghanistan but also to the region and the world.
7- This situation threatens not only Afghanistan’s future but also the stability and security of the region and the world. The continuation of such conditions will turn Afghanistan into a hub of humanitarian crises, extremism, and mass migration.
Commitments and Demands
8- We firmly and clearly declare that the path to saving Afghanistan lies only in the establishment of a national, legitimate, and democratic system — a system based on the free will of the people, that guarantees social justice, equally respects the rights of women and men, and preserves the unity of ethnic and religious groups.
9- We call on the international community, the United Nations, friendly countries, and international institutions not to remain indifferent to the ongoing tragedy in Afghanistan. We demand practical, political, and legal support for the people of Afghanistan, and we warn that recognition of the Taliban’s despotic rule would legitimize repression and the trampling of human rights.
10- All political, social, and cultural movements inside and outside the country must unite under the ideals of the martyrs and form a broad national front and comprehensive resistance, so that Afghanistan may be freed from the grip of crisis and despotism.
11- The High Council of National Resistance for the Salvation of Afghanistan and the Ahmad Shah Massoud Foundation, while honoring the path and thought of the National Hero, the Martyr of Peace, the Martyr of National Unity, and all the martyrs of this land, commit to acquainting the young generation with the values of justice, freedom, resistance, and national solidarity, and to making continuous efforts for rebuilding a dignified future for Afghanistan.
Conclusion
In conclusion, with the utmost humility, we salute the pure souls of all Afghanistan’s martyrs — from the days of Jihad and Resistance to the past twenty years, from the martyrs of the four years of illegitimate Taliban rule to the victims of recent natural and human-made tragedies — and we pray to Almighty God for peace, security, justice, and a bright and sustainable future for the people of Afghanistan.
