Recently, a proposal titled “Comprehensive Approach for Afghanistan” was published in the media and on social platforms by the United Nations, aiming to establish a path for international engagement to address Afghanistan’s key issues.

Although this document has not yet been formally shared with major political groups opposing the Taliban, considering its potential impact on the fate of the Afghan people, and recalling the failed experiences of the past, the United Nations has so far failed to view the realities of Afghan society with a balanced and impartial perspective. As a result, none of the UN’s initiatives have been successfully implemented to date.

As the National Assembly for the Salvation of Afghanistan, representing specific political entities opposed to the illegitimate rule of the Taliban, we declare the following points:

1. While appreciating the genuine efforts of the United Nations and friendly countries to revive the political process to end Afghanistan’s growing crisis, we emphasize that any effort or proposal concerning the future of the Afghan people—without the presence of their real representatives—is unacceptable and doomed to fail.

2. Inviting representatives of a regime that lacks both national and international legitimacy to the upcoming Doha meeting, even under the label of a “de facto administration,” while excluding the real representatives of the Afghan people, constitutes a clear violation of the spirit of the UN Charter. It disrespects human rights, insults Afghan women, and is interpreted as support for terrorism and extremism in Afghanistan.

3. Now that the vast majority of anti-Taliban forces have succeeded in forming a unified umbrella to continue their joint struggle to compel the Taliban to respond to the demands of the Afghan people, ignoring these forces in Afghanistan-related meetings is unjustifiable and unacceptable.

4. While we appreciate the efforts of the United Nations and Afghanistan’s friendly countries to end the crisis, we stress that focusing solely on issues such as central bank assets, sanctions committees, or diplomatic representations, without addressing the core crisis of lacking a legitimate and lawful political system, is shallow, misleading, and insufficient.

5. A superficial approach to women’s rights is unacceptable. Referring to online education instead of ensuring the fundamental rights of women is a clear attempt to cover up one of the country’s most serious humanitarian crises.

6. We welcome the presence of civil society representatives in discussions concerning the future of Afghanistan. However, selective and non-transparent invitations to specific individuals are questionable and unacceptable.

7. The anti-Taliban forces, while reaffirming the necessity of an inclusive peace negotiation process under UN supervision, declare their full readiness to cooperate in a legitimate, comprehensive, and inclusive process. We call on the United Nations, concerned countries, and international institutions to design and support a process in which the people of Afghanistan are at the center, and which creates the basis for establishing a legitimate government arising from the will of the people through elections.
