The Supreme Council of National Resistance for the Salvation of Afghanistan, while expressing its appreciation for the efforts of the international community and regional countries in pursuit of peace, stability, and a dignified future for the people of Afghanistan, hereby declares its principled and longstanding positions regarding the “Moscow Format” meeting as follows:

1. The Supreme Council of National Resistance believes that the ongoing crisis in Afghanistan stems from the illegitimate and undemocratic domination of the tyrannical Taliban group a group that, through deceit, demagoguery, external manipulation, and conspiracy, has seized control of the country’s destiny, ignored the will of the people, and dismantled the country’s legitimate institutions. Any form of domination built upon monopoly, coercion, deceit, and exclusion cannot represent the true people of Afghanistan.

2. The Council emphasizes that no political process or international conference can lead to sustainable peace or political legitimacy without the genuine participation of national forces, women, ethnic groups, and political and civic movements. Political legitimacy in Afghanistan can only be achieved through the free will of the people and by means of an inclusive and democratic process.

3. The Supreme Council of National Resistance calls upon all countries participating in the Moscow meeting to act with care and responsibility instead of strengthening an authoritarian group, they should support a process that leads to the establishment of a legitimate, just, and nationally representative system. A system in which human rights, women’s freedoms, ethnic equality, and social justice are ensured.
In this regard, the Council expresses its deep concern over the terrorist sanctuaries and the growing terrorist threats emanating from Afghan soil, which could spread to neighboring and regional countries. The Taliban’s structured support for terrorist networks and narcotics trafficking has endangered not only Afghanistan’s security but also the stability of the region and the world.
Furthermore, the Council views the recent action by the Russian Federation toward normalizing or implicitly recognizing the Taliban as a hasty move, contrary to international norms since such actions, taken without considering the will of the Afghan people, violate the principles of political legitimacy and international justice.

4. The Supreme Council of National Resistance for the Salvation of Afghanistan, as one of the largest national and political umbrellas, is ready to cooperate and engage in dialogue with all domestic and international parties seeking a principled and legitimate political solution to the Afghan crisis. We believe the path forward lies through national dialogue, genuine public participation, and the restoration of the country’s political legitimacy.

In conclusion, the Supreme Council of National Resistance for the Salvation of Afghanistan once again emphasizes that no lasting peace or stability can be achieved through exclusion, force, deceit, or imposition. Only a return to the will of the Afghan nation can guarantee peace, stability, and national unity.
